David is the original founder and current CEO and President of Texas American Resources Company.

David brings a broad understanding of the oil and gas industry and specializes in the areas of project finance and property acquisitions. Under his leadership, the Company has developed into a premier, industry leading operator. David has overseen numerous acquisitions and divestitures, totaling over $1 billion, which includes two successful private equity realizations in South Texas totaling $360 million.

David holds a B.A. in Government from The University of Texas at Austin. He is a member of IPAA and serves on the Development Board at The University of Texas at Austin. David is also a past board member for the Texas Chapter of the Nature Conservancy and is the founder and past president of the Devils River Conservancy.

Thomas joined TARC in January 2021 and serves as Chief Financial Officer.  His primary responsibilities include capital formation, FP&A, transaction due diligence, and risk management.

Prior to joining TARC, Thomas served as Senior Vice President and Chief Financial Officer at Jones Energy where he had ultimate responsibility for all aspects of the finance and accounting functions.  Thomas was an Associate in the Energy Group at Jefferies and started his career as an Analyst in the Natural Resources Group at Bear Stearns & Co.

Thomas received his BBA in Finance and Accounting from the Neeley School of Business at Texas Christian University.

David joined TARC in 2016 and is principally responsible for the business development activities for the Company.

David’s previous experience includes affiliations with TXO, Sonat Exploration, Santos USA, Cypress E&P and most recently, as Senior Vice President – Land & Business Development with Jones Energy. David’s career experience includes identifying, negotiating and closing numerous A&D transactions, which notably exceed $1 billion in total value across multiple basins and resource plays, including the South Texas Eagle Ford and Austin Chalk.

David holds a B.A. in Petroleum Land Management from The University of Oklahoma and is a Certified Professional Landman. David is a member of the American Association of Professional Landmen ("AAPL"), IPAA, Houston Producers’ Forum and Houston ADAM. He has held a number of leadership positions with AAPL, including a term as President (1998-99) and NAPE Chairman (2012).

Stephen joined TARC in September 2019 as Chief Operating Officer. Stephen has more than 31 years of experience in the oil and gas industry, most recently serving as the Chief Operating Officer for Gastar Exploration Inc. From 1998 until joining Gastar in 2017, Stephen held various positions at Jones Energy, Inc., including Senior Vice President over both the Anadarko and Arkoma asset groups and Senior Vice President of Drilling and Completions.  During his 19-year tenure with Jones Energy, he was directly responsible for the drilling and completion of over 700 horizontal wells in seven different formations in the Anadarko and Arkoma Basins. Prior to joining Jones Energy, he held various positions of increasing responsibility with Marathon Oil Corporation and Samson Resources Corporation. 

Stephen holds a B.S. degree in Petroleum Engineering and a M.B.A. in Finance from Texas Tech University and has served as a member of the Texas Tech Rawls Business School Advisory Council for six years.

Troy joined TARC in 2001 and is responsible for the management and direction of all land related functions of the Company.

Prior to joining the Company, Troy was with Equitable Production Company, where he was responsible for a wide variety of Land functions related to large-scale drilling programs in Virginia, Kentucky, West Virginia, Pennsylvania and Ohio.

Troy holds a B.A. in Petroleum Land Management, with Honors, from The University of Houston – Downtown and is a Certified Professional Landman. Troy is a founding member of the Austin Professional Landmen’s Association, having served as President from 2010-2011. He has also been an active member of the American Association of Professional Landmen since 1993 and served on the board as Regional Director from 2011-2012.
